HELP! My neighbor is driving me crazy (and being illegal)?

My neighbor has/does the following - burns his garbage in his fireplace, has roosters & chickens in his backyard which is in the city limits, is using his front yard as a wood pile to sell wood (without a permit I'm sure), and likes to stack the wood in his big huge truck until 10, 11 o'clock at night routinely. I have two children under the age of 10 and it's getting to the point that I don't want this man anywhere near my children. Are any of these against the law? The police have been by his house at least three times because of noise complaints. Any and all guidance would be most helpful.
